"Americans who are concerned about their schools and who understand the future of our free society depends upon the quality of education our children receive must realize that as a result of the developments in educational administration since 1911 we are, in the 1960's caught in s vicious circle. The continuous pressure for economy has produced a situation in which many men with inappropriate and inadequate training are leaders in our public schools...their training has left them ill-equipped to understand what needs to be done in education and therefore unable to communicate this to the public."
