$801 covers Rob's maximum score; $6,999 is Cris' maximum wager to stay above Rob by $2 if he wants to stay above Rob if he opts not to go all in and chooses to stay above Jeri's maximum score.

Rob - $13,401 to $14,198
$2 to $6,399
Rob needs to get FJ! right to win, so he might as well go all in. At the very least, he should wager $13,401 to cover a $0 wager from Cris. Alternatively, Rob can wager up to $6,399 if he wants to stay above Jeri's maximum score.

Jeri - $2 to $3,099
Jeri is playing for 2nd place from her position. If Rob wagers $13,401 and gets FJ! wrong, he'll be left with $799. To stay above this, Jeri should wager no more than $3,099.

Rob: $14,200 + $12,600 = $26,800
Jeri: $3,900 - $100 = $3,800

$12,600 is an ok FJ! wager since it put Rob exactly $1 above Cris if he wagered to cover Rob and got FJ! wrong. But at least $13,401 is preferred since it accomplishes the same thing and the off chance Cris wagers nothing. And in a scenario like this, going all in isn't such a bad idea since you need to get FJ! right to win anyway.
