You want to help the economy, you cut CORPORATE taxes. Payroll taxes, state taxes, fed taxes, and you develop single-payer universal healthcare so that companies don't have to pay it. Then you tax the rich on personal income much higher. That would encourage hiring. Giving personal tax breaks to the rich just encourages greed. Period.
