FYI, Bush was having communication problems, Donald Rumsfeld was PURPOSEFULLY missing that morning, Paul Wolfowitz was having a meeting in his office after having breakfast with Rumsfeld. That situation gave Cheney the opportunity to do what he did, which added to the confusion that morning. Coincidence? Incompetence? I don't care. He broke the law, caused confusion on the morning of 9/11 (that already existed that morning because of things like military exercises), and may have cost people their lives. Accountability is a great thing. It applies to both incompetence and criminality. You generally find out which is which once you hold someone accountable.
