「・・・両国の合意した再編計画の実施にコミットする。この計画には，日本及び地域の安全を確保する能力を保持しつつ，海兵隊員らをグアムに移転すること，並びに沖縄での展開規模を縮小することが含まれる。今回の協議で，両国は，現行の海兵隊普天間飛行基地を米国が日本に返還する唯一の解決策であることから，両国による普天間代替施設の建設作業が引き続き行われることを確認した。」
