Here is the FAA statement

The Federal Aviation Administration (FAA) has reached an agreement with the stadium owner to allow construction to proceed on the NFL stadium in Inglewood, Calif. Under the agreement, the stadium owner will pay $29 million to install a secondary aircraft tracking system that will augment the existing LAX radar system. This will address FAA concerns that the stadium height would negatively affect air traffic control radar signals by creating false aircraft images or unstable images on controllers’ radarscopes. As a result of the agreement, the FAA is able to issue a determination that the stadium will not pose a hazard to navigable airspace or affect the flow of aircraft into LAX. The FAA is reviewing cranes that are planned for use during construction.
