2. Do I have to pay my staff for the time they spend attending training? I need advice on whether the training has been required by the employer as opposed to the employee is doing out of their own interest for personal reasons.

Yes you should pay an employee for attending training if it is taken to improve their capabilities in their current role and to enhance their personal development.
However, if the training is simply for personal gain then the employee should arrange this outside of working hours.
