More Freedom of Information for Greater Glasgow Health Board


Under Freedom Of Information can I now have the following information

Under the guidelines of the NHS Property Transactions Handbook section 2;18 6


It clearly states the following

Special Purchasers Where it is clear beyond doubt that one purchaser will submit a bid which will not be exceeded by open tender the property may be sold following direct negotiation. Such sales should take place only if there is explicit agreement from the property adviser and the independent valuer that this is the best course in line with the requirements of this handbook.

Now these guidelines have not altered or changed from the period when Lennoxtown was sold to Celtic PLC as evidenced by the updates. http://www.pcpd.scot.nhs.uk/PropTrans/PTChanges.htm

So please can you now provide the full details why the Greater Glasgow Health Board came to the conclusion that selling Celtic PLC the Lennoxtown land off market would not have been exceeded in actual realisation of price, if the land had been exposed to the open tender. Please provide all documents why this was recommended in this particular sale and who concluded that Celtic PLC bid would not be exceeded.

Please also can you provide information on the following

NHS Property Transactions Handbook section 1;17 states

All Holding Bodies must complete certification for all property transactions.

Please can you explain why this document was not signed and any implications this may pose to the legality of the purchase of public land by a commercial entity.
