What if, instead of damage mitigation, it was like HA's shield? Depletes when struck.

The problem with Nanoarmor Cloaking is that you...

1. It doesn't last long enough to protect you from damage (while running across an hot area) when used preemptively.
2. You can't use it to initiate, because there's a delay before you uncloak and can fire, and again, the duration makes it more difficult to find situations where it'll actually be useful to use the cloak to get into range.
3. You're constantly warping in and out of cloak due to that low duration, which makes a lot of noise and attracts more people to you.
4. If you get initiated on, the 35% resistance bonus you get will basically be worthless due to your lower health (though you seem to want to fix that,) inability to use medikits, and most importantly, client-side hit detection which will likely lead you to eating an extra bullet before your cloak actually starts mitigating damage.

Depleting like the HA's shield (and allowing you to soak more than just small arms fire) would allow it to be more effective as a tool for running away, since you can full-stop on the enemy's damage for a moment.

It can be used more offensively, to get the infiltrator into range, as, even if you're fired upon, you'll automatically uncloak when the cloak has soaked all the damage it can. Or can uncloak and open on a target while putting both players on even ground.

If NanoArmor gave you even a 400hp shield, it could create a lot of opportunities for skillful play.
