If the question is why doesn't Alec say "I love you" to Magnus, using those specific words, it's because there's so many ways to say and show that you love someone that are unique to a person. Will saying "I am catastrophically in love with you" to Tessa is way more interesting to me than "I love you" because it's so much about Will and the situation. Alec says and shows that he is in love with Magnus in a million ways that aren't about saying "I love you" but are about Alec. For me, Alec saying "Even if I only had days to live, I would want to spend them all with you" is more interesting that "I love you" because it's about him and Magnus and the situation.
