Okay! So I saw a few random sites mentioning these two items for a semi-unrelated issue. Figured I'd give it a stab with streaming, and it seems my Twitch delay dropped. Might not work for everyone, but I went from ~40s or so down to ~15s in a test. Grain of salt, but it might help?

1) Go to some stream window with a video player visible. HEY, I'LL PLUG MINE:

Right click the video frame, and then select Global Settings.

2) On the Playback tab, toggle "Block all sites from using peer-assisted networking"

3) Go to this Adobe website so you can access the settings panel:
http://www.macromedia.com/support/documentation/en/flashplayer/help/settings_manager09.html

4) Click the far right tab (should have two people-images in the icon), and make sure "Disable P2P uplink for all" is toggled.

Possibly reset your connection/computer or something if you wanna be thorough. Then give a stream a go, I suppose? Might not work for everyone, like I said, but you never know! Maybe it'll help a little, right?
