@scotthomasson Recently, a colleague and I set about creating a White House petition, based on a policy envisioned by Christopher Nelder in his article, "Beyond Carbon Policy." The policy would have used FERC to incentivize states to create feed-in tariffs. When we approached Mr. Nelder to have him vet our petition, he informed us that you and another FERC law expert had informed him that his policy wasn't realistic.

My question to you--are you aware of un-utilized executive authority that could feasibly be used to address climate change? Our attraction to the White House petition is that it's an unusually direct way to reach the Administration. However, given the present state of politics, there seems to be little point in petitioning for new legislation. We'd like to petition the Administration to use some executive authority to address climate change.
