[KHJ] I don't know if this works for foreigners w/o Korean phone number, but try applying for MBC Music Core as a pre-judges for voting in the month of August, which count 20% into the overall ranking system.
1) Just login to MBC with your MBC account (create one if you don't have one, google for the tutorial)
2) Go to this site: http://www.imbc.com/broad/tv/ent/musiccore/recruit/
3) Look for the red-pink button indicating '시청자위원회 신청하기'(viewers's judge application) and click on it.
4) A pop-up message will be shown after clicking it, indicating you're done. You need to click(apply) once per ID.
5)If your registration is successful and have been selected for the viewers judge, you will be notified on August 1st,2013 via text msg(not sure if this applies to overseas phone numbers) with your IDs indicated in the announcement board on the page.
