SLIPPER SUMMONS UNUSUAL: My sources say that usually pollies who exceed their cab entitlement are asked to repay the Finance Dept under the 'Minchin Protocol'. It is common for politicians to do this. It appears that the protocol has not been applied in this case. Reason unknown at this stage.
