To reiterate the point: if CHED's "guidelines" say it can only cancel classes on signal#3, then the "archaic" guidelines shud be OVERHAULED to reflect REALITY on the ground. (Eg; college students were stranded on the road and in school til late last night, some never got home). At the very least, CHED shud do the PRO-ACTIVE thing and contact all colleges and universities and make the announcement/s on their behalf. Guidelines are NOT laws. We have the right to demand that COMMON-SENSE PREVAIL in public service. Remember that.
