This doubling of push servers is either due to growth or Apple has something planned that requires more resources, such as the iPad newspaper app and app subscriptions coming in iOS 4.3. Both of them likely use push notifications to trigger updates to the apps/content. FaceTime also added some load as it uses a push notification message to notify a device of an incoming call.

The amount of push notifications Apple sends out in a day must be huge. This brings the total to over 1,000 IP addresses that are in use for push notification servers and it's my opinion that they have a server for each IP address, at minimum.
