The rule of cumulative reluctance:

If I have a reasonable position on a single issue, and there is reasonable support- say 60%. I can expect that legislation reflecting that position would advance through congress as expeditiously as possible.

If, on the other hand, I have 5 bundled issues I've been careful to take reasonable positions on, each with 60% support, the cumulative effect could be that 65% disagree with all positions, evaluated together.
