Highest rated cop shows deal with crimes against humans-murder, assault, sex crimes, etc. People seem to connect with that as important. Real life judges often give longer sentences for low level property crimes and drugs, particularly if the defendant is poor or a minority. High level property crime gets a government grant. What's up with that? Whose interests are being protected in the justice system? Where is the swat team when it comes to Wall St?
